Meet The Team

Introduction

The Office of the Police and Crime Commissioner (OPCC) is run by a dedicated team who support the Police and Crime Commissioner (PCC).

The team support:

  • Delivery of the Police and Crime Plan
  • Strategic financial policy
  • Performance, monitoring and scrutiny
  • Governance and compliance
  • Commissioning, grant funding and partnerships
  • Communications and engagement
  • Audit and general administrative duties.

 

The OPCC is led by a Chief Executive whose responsibility is to manage the staff and provide a monitoring role to ensure standards remain high.

The team also includes a Chief Finance Officer to advise the PCC on financial matters and the impact on any decisions regarding the budget, spending and commissioning.

John Tizard – The Police and Crime Commissioner

The Police and Crime Commissioner’s role is a busy one, but the PCC is supported by an Executive Team who help to shape the delivery of the policing agenda across the county and help action key executive decisions on a daily basis, and a team of administrative staff. Together they make up the Office of the Police and Crime Commissioner (OPCC).

Umme Ali – Deputy Police and Crime Commissioner

Umme Ali was appointed at the start of June 2024 as the new Deputy Police and Crime Commissioner for Bedfordshire, and confirmed by the Police and Crime Panel. In this role, Umme supports the PCC to develop strategies to reduce violence against women and children, which forms a vital part of the commissioner’s police and crime plan. Umme is a champion for victims and and ensures that they are put at the heart of policing and the wider criminal justice system.

Sharn Basra – Chief Executive 

Sharn is the Chief Executive; his key responsibilities are as follows:

  • to carry out the role of Head of Paid Service and ensure the office runs effectively;
  • to act as the Monitoring Officer for the Police and Crime Commissioner
  • to support and advise the Police and Crime Commissioner in delivering their Police and Crime Plan and legal duties and responsibilities.

David Old – Head of Corporate Communications

David supports the OPCC with communications. He has 20 years’ journalism and communications experience, working within policing since 2010. He is responsible for all communications including social media channels, website, internal communications, media handling, marketing campaigns, documentaries such as 24 Hours in Police Custody and oversees communications for the Violence and Exploitation Reduction Unit and the Eastern Region Special Operations Unit.

Katie assists the Chief Executive with all compliance and governance issues. She leads on all complaints which are received from the public. Katie is a Director for the Independent Custody Visiting Association (ICVA).

Samantha Denness – Performance and Accountability Manager

Samantha carries out a wide variety of activities as well as monitoring, preparing, and analysing/interpreting performance information against the Police and Crime Plan, Local Criminal Justice Board plans and Project Plans. Samantha attends strategic meetings and prepares briefings and reports on performance outliers, exceptions and emerging issues as well as supporting the identification of areas for improvement on key aspects of service delivery. Samantha also line manages the two Compliance Officers and the Contacts Officer.
